What is an IQP?

An IQP (Independent Qualified Person) is a person or company approved by the territorial authority /council in New Zealand as qualified to inspect certain specified systems in a building and ensure that the necessary maintenance occurs. “Independent” means they have no financial interest in the building.

Building Warrant of Fitness (BWoF)

The building owner provides the BWoF annually to the local council (ensuring the Form 12A certificates from their IQP(s) are attached) and publicly displays a copy of this for the next 12 months (until the next anniversary of the issue of the compliance schedule where a new BWoF will take its place). The council will review the BWoF and Form 12A provided to ensure they comply with the Building Act and Regulations.

Local council requirements

It is a local council requirement that in order to obtain a BWoF (Building Warrant of Fitness) a building owner must obtain a Form 12A certificate from an IQP (Independent Qualified Person) verifying that the inspection, maintenance and reporting procedures for each specified system in their building has been fully complied with.

IT Power is certified by Auckland Council as an IQP to issue a Form 12A for the Emergency Power Systems category on the building Compliance Schedule, and this applies to standby/backup/emergency diesel generators, battery backup systems and UPS (Uninterruptible Power Supply) equipment. All generators and associated equipment listed on a building’s compliance schedule as a specified system require an annual Form 12A to be issued by an IQP.

Power switching systems, fuel systems and HVAC systems can all form part of the Emergency Power System and their correct maintenance and operation needs to be confirmed by the IQP before the Form 12A can be issued.
